Russian subs do reach New York. They've reached it before. The ocean is open to them there _ The Hudson gives them a path. They know its depth and where to hide in it.
They can't get to Washington, though - No chance, the Potomac is shallow, too narrow, too strongly defended. The city is inland beyond torpedo range.
The Russians sent subs off our shore back in '62 during the days of the missiles. And again in '78 — The new Russians carried on the tradition.
Their Akula-class subs are stealthy. Their Yasen-class even stealthier -- We hunt them, they know it.

Their captains have balls, they push close, test us. We test them too -- They hide in ocean depths, but never quite enough.
